In Response to the Formal Implementation of the U.S.–Taiwan Trade and Tariff Initiative


The Taiwanese Chambers of Commerce of North America Announce the Launch of a New Investment Matching Initiative for Taiwanese Companies Investing in the United States Supporting Taiwanese Enterprises’ Market Entry in the U.S. and Deepening U.S.–Taiwan Economic and Supply Chain Partnerships

Washington, D.C. — At a time when Taiwan and the United States formally signed the U.S.–Taiwan Trade and Tariff Initiative on January 15, 2026, marking a new institutionalized phase of bilateral economic cooperation, the Taiwanese Chambers of Commerce of North America (TCCNA) President Eugenia Henry today officially announced the launch of a new Investment and Industry Matching Initiative for Taiwanese Companies Investing in the United States.

President Henry is currently based long-term in Washington, D.C. and maintains close engagement with the executive branch of federal government, congressional staff, state governments, and industry sectors. She noted that with the formal implementation of the new U.S.–Taiwan trade framework, U.S. policy directions regarding manufacturing reshoring, supply chain restructuring, and national security–related industries have become increasingly clear. Taiwanese enterprises are now entering a “critical window period,” while at the same time facing multiple challenges related to regulatory systems, legal frameworks, cultural differences, and integration of local resources.

“Putting the framework in place is only the first step. The real key lies in how to turn investments into executable, implementable, and sustainable business models,” said President Henry.
“TCCNA’s role is to become the most trusted bridge between Taiwanese enterprises and the U.S. market.”

From Policy to Implementation: Building an Executable U.S.–Taiwan Business Matching Platform

President Henry explained that this new initiative is not limited to policy declarations but instead places strong emphasis on practical operations and investment implementation. By integrating TCCNA’s long-accumulated North American network and hands-on experience, the initiative will focus on the following core areas:

  • Targeted Business Matching: Matching Taiwanese companies with relevant U.S. industries, supply chain partners, and strategic collaborators based on industry characteristics and investment objectives
  • Integrated Pre-Investment Services: Assisting companies in understanding U.S. market entry strategies, state-level differences, regulatory frameworks, tax structures, and labor systems
  • Localized On-the-Ground Support: Leveraging TCCNA’s network of 38 regional chambers across North America to provide local market intelligence, government access, and business landing support
  • Investment Execution and Expansion: Assisting companies through site establishment, recruitment, operations, and expansion, creating job opportunities while strengthening supply chain resilience

She emphasized that this approach not only helps reduce uncertainty for Taiwanese companies investing in the United States, but also improves overall investment success rates, positioning Taiwanese enterprises as long-term partners in U.S. industrial development.

Focusing on Key Industries in Response to U.S. Policy Directions and Taiwan’s Industrial Strengths

This initiative will prioritize key industry sectors that align with U.S. national policy directions and leverage Taiwan’s long-standing competitive advantages, including:

  • Semiconductors and Advanced Manufacturing
  • Artificial Intelligence (AI) and Smart Manufacturing
  • Clean Energy, Electric Vehicles (EV), and Energy Storage
  • Biotechnology, Medical Devices, and Critical Pharmaceuticals
  • Strategic Supply Chain Deployment, including Active Pharmaceutical Ingredient (API)–related industries
  • Defense Technology Industries, including Unmanned Aerial Vehicles (UAVs) and critical components

President Henry noted that these industries are regarded by the United States as core sectors critical to supply chain security, national security, and global competitiveness, and that Taiwanese enterprises possess strong complementarities in technology, manufacturing, and supply chain management.
“We look forward to assisting Taiwanese companies in making high–value-added, long-term investments in the United States—not merely establishing facilities but actively participating in U.S. industrial upgrading and global supply chain restructuring,”
President Henry stated.

Enhancing Washington Engagement to Ensure Taiwanese Business Voices Are Heard

To ensure the effective implementation of the initiative at the policy communication and public affairs levels, President Henry also announced that TCCNA has formally engaged Tower Strategy as its Washington-based public relations and policy communications partner, to assist Taiwanese enterprises in establishing more effective dialogue with government entities and opinion leaders in the U.S. capital region.
President Henry emphasized that Taiwanese enterprises are not only investors, but also important contributors to U.S. industries and employment. Through professional communication efforts, the role and value of Taiwanese companies can be more clearly understood.

A Key Milestone in U.S.–Taiwan Economic Cooperation

As the largest and most comprehensive Taiwanese business organization in North America, TCCNA has long been committed to promoting trade, investment, and industrial cooperation between Taiwan and the United States. Looking ahead, TCCNA will continue to deepen cooperation with the U.S. federal government, state governments, local governments, industry sectors, and chambers of commerce to help Taiwanese enterprises integrate more smoothly into the U.S. market.

白越珠總會長目前長期駐點華盛頓特區,持續與美國行政部門、國會幕僚、州政府及產業界保持密切互動。她指出,隨著台美新貿易架構正式生效,美國在製造回流、供應鏈重組與國安產業布局上的政策方向日益明確,台灣企業正迎來「關鍵窗口期」,但同時也面臨制度、法規、文化與在地資源整合等多重挑戰。

  • 在地即時支援:運用 TCCNA 橫跨北美 38 個地區商會的網絡,提供在地商情、政府窗口與商務落地協助
  • 投資落地與後續擴展:協助企業從設點、招募、營運到擴廠,創造就業機會並強化供應鏈韌性

聚焦關鍵產業 回應美國政策方向與台灣產業優勢

本項倡議將優先鎖定符合美國國家政策方向,並結合台灣長期競爭優勢的關鍵產業領域,包括:

  • 半導體與先進製造
  • 人工智慧與智慧製造
  • 潔淨能源、電動車與儲能
  • 生技、醫療器材與關鍵藥品
  • 策略性供應鏈布局
  • 國防科技產業

白越珠指出,這些產業已被美國視為攸關供應鏈安全、國家安全與國際競爭力的核心領域,而台灣企業在技術、製造與供應鏈管理方面具備高度互補性。
「我們期待協助台商在美國進行高附加價值、長期型投資,
